[Eril-l] Access to a vendor site, one IP range behaving weirdly

I'm not sure where to even go with this. I'm throwing myself on the mercy of anyone that deals with Open Athens and Mary Ann Liebert.

One of my libraries (TMC) uses Open Athens.
>From any other IP range except their building IP range, a user is prompted by Open Athens to authenticate and then the Mary Ann Liebert pages have TMC branding.
Any user INSIDE the TMC IP range is never asked to authenticate and never has TMC branding.
Even if a user authenticates with Open Athens through a different resource and navigates to Mary Ann Liebert (from a library page link or a Primo service), they still don't get the TMC branded M-A-L pages.

Anyone have an idea of what is happening?

M-A-L is saying this is working as expected. M-A-L says they don't have the IP range listed in the customer profile/admin settings. I'm not sure how considering the TMC IP range should be just like any other IP range in the world, right?

Am I missing something in my understanding?
