To follow-up, our speculation was correct.
University IT had deployed what they refer to as the "Cisco security intelligence feed" on our campus firewall, and this feed flagged Project Muse as a "bad site". The firewall automatically blocked access to it, but they were able to make an exception to allow access. This resolved access issues for us.
This is the second time this has happened to us since July, so folks might want to start considering this scenario when troubleshooting access issues.

As my colleague Michael Twigg noted we are seeing this issue here as well.
Interestingly this is only happening while on-campus or when accessed via EZproxy, but I do not think it is an EZproxy issue.

Since only some other sites are seeing this issue it could be a matter of some shared technology we are using is blocking access. We recently saw this with another domain when it was blocked by a Threat Intelligence partner due to being categorized as hosting malware.
We are working with our local networking/IT folks to investigate the matter.
