University IT had deployed what they refer to as the "Cisco security intelligence feed" on our campus firewall, and this feed flagged Project Muse as a "bad site". The firewall automatically blocked access to it, but they were able to make an exception to allow
access. This resolved access issues for us. </div>

Since only some other sites are seeing this issue it could be a matter of some shared technology we are using is blocking access. We recently saw this with another domain when it was blocked by a Threat Intelligence partner due to being categorized as hosting
