I can second Xiaotian's experience.  We just moved from EZproxy local to
hosted and had to update IP ranges with all of our providers in December.
We're still chasing down a few strays.
Presses for universities and professional organizations can be especially
problematic.  They often outsource their journal hosting to 3rd party
platforms and services.
