Hi - I was just dealing with this last week! I made an Ebsco support
ticket. Ebsco support told me to update our Proxy settings (they sent the
settings to me) and restart the proxy. Then, the users who experienced it
needed to clear browser cookies/cache. It seems to have worked for us.

*Cal State University East Bay recognizes that it is located on the
ethnohistoric territory of the Jalquin (hal-keen) / Yrgin (eer-gen), the
ancestral and unceded land of the East Bay Chochenyo Ohlone speaking
people, the successors of the sovereign Verona Band of Alameda County. This
land was and continues to be of great importance to the East Bay Ohlone
Tribes and their familial descendants, as well as for the Bay Miwok, and
Delta Yokut people. We recognize that every member of the CSUEB community
has, and continues to benefit from, the use and occupation of this land,
since the institution’s founding in 1957. Consistent with our values of
community, inclusion, and diversity, we have a responsibility to
acknowledge and make visible the university’s relationship to the East Bay
Ohlone people and their unbroken relationship with this land.*
