I appreciate this question and the responses.  We allow to the 15th of the month for reports to be available and that seems to work for us.  I’m getting up to speed on 5.1.  Is 5.1 now reporting zero uses again?

As per the Code of Practice, providers have until the 28th day of the following month to provide the previous month's data.

Elsevier is notorious for providing it very close to the 28th day. Most providers, especially those using usage data host services (Atypon, Silverchair, Scholarly IQ, etc.), come much earlier.

So there's no grounds to complain about not having June data until July 29.



That said, if the provider doesn't have the data ready yet, there is an "Exception" that is supposed to appear in the report header to tell you that.

So a report that has a 0 with no exception in the header should actually be a zero count for that metric for that time period.

However, I have seen that a lot of providers are having issues with implementing the exceptions in 5.1 and are failing to provide that Exception code/text.



Re: the rest of June - that absolutely should NEVER happen. Providers are required to report nothing at all until they have the entire month's data ready.

There should never be a partial month count based on when you ran the report.  I haven't seen any providers make this mistake, and during the work I did writing my own API harvester, I was scrutinizing the data for almost all of the major providers very closely.

Are COUNTER reports available for June 2025 yet?

I ran a DR report for EBSCO databases and there was data for June 2025 but some of the counts were 0.

Is that because there was simply 0 uses, or that the full data for June 2025 isn’t available yet?
