<p class="x_MsoNormal"><span style="font-family:"Calibri",sans-serif; color:black">Elsevier is notorious for providing it very close to the 28<sup>th</sup> day. Most providers, especially those using usage data host services (Atypon, Silverchair, Scholarly
IQ, etc.), come much earlier.</span></p>

<p class="x_MsoNormal"><span style="font-family:"Calibri",sans-serif; color:black">So there's no grounds to complain about not having June data until July 29.</span></p>

<p class="x_MsoNormal"><span style="font-family:"Calibri",sans-serif; color:black">That said, if the provider doesn't have the data ready yet, there is an "Exception" that is supposed to appear in the report header to tell you that.</span></p>

<p class="x_MsoNormal"><span style="font-family:"Calibri",sans-serif; color:black">So a report that has a 0 with no exception in the header should actually be a zero count for that metric for that time period.</span></p>
</div>

<p class="x_MsoNormal"><span style="font-family:"Calibri",sans-serif; color:black">However, I have seen that a lot of providers are having issues with implementing the exceptions in 5.1 and are failing to provide that Exception code/text.</span></p>

<p class="x_MsoNormal"><span style="font-family:"Calibri",sans-serif; color:black">Re: the rest of June - that absolutely should NEVER happen. Providers are required to report nothing at all until they have the entire month's data ready.</span></p>

<p class="x_MsoNormal"><span style="font-family:"Calibri",sans-serif; color:black">There should never be a partial month count based on when you ran the report. I haven't seen any providers make this mistake, and during the work I did writing my own API harvester,
I was scrutinizing the data for almost all of the major providers very closely.</span></p>
