[Eril-l] COUNTER, video usage, "databases"

We received a similarly unsatisfactory response to a slightly different question earlier this year.  We subscribe to several databases that contain not media but print, such as Classical Scores Library.  When I downloaded our statistics, we had item investigations, but no item uses for those databases.  When we contacted them, we were told that because the content wasn't downloaded, it didn't count as a use, but as an investigation.  (Content is fully viewable in an in-browser reader.  It can be printed, but not downloaded in the usual sense.)  It seems to me that if I view the item in browser, it should as a use.

Titles that we have uploaded ourselves have Counter usage, so I don't know why they would say that.

Of course it's nonsense that these titles are not part of a database-ASP couldn't provide access to them without maintaining a database. But it sounds like by "database" they mean a subscription collection like Academic Video Online. So I replied that this might be true for DR-type reports, but I couldn't understand why they'd be excluded from IR-type reports.

We've had a bit of back-and-forth. Is there anything to what they're saying? Is there something in COUNTER that would make a vendor think they couldn't provide access to titles from a platform purely because of the way the video was licensed to the library? I can't find anything suggesting this in the documentation but could have missed it.
