[Eril-l] free to read?

One of our library staff asked why we couldn't download articles from this journal, like this one:

https://onlinelibrary.wiley.com/doi/epdf/10.1111/j.1751-7176.2012.00649.x

It looks to me like all articles prior to 2021 (when the journal became OA) are on this "free to read" model. I have not actually seen this before. Is this common? Does anyone know any more about this?
