The University of Arizona Libraries is seeking a collaborative, organized, and detail-oriented self-starter to become our new Licensing & Procurement Librarian and join a forward-thinking and committed cohort of individuals negotiating, acquiring, assessing, and stewarding continuing access to scholarly and instructional content for our campus in alignment with our guiding principles.

Under the supervision of the Senior Information Resources Officer, and collaboratively with stakeholders in Content & Collections [C&C] and Delivery, Description, and Acquisitions [DDA], the Licensing & Procurement Librarian negotiates electronic resource licenses with vendors to reach favorable pricing and licensing terms and oversees the annual renewal process for continuing electronic information resources. These duties and assignments serve the overall objective of providing network-level access to digital resources in a robust discovery to delivery environment and involve a high level of complexity and coordination.

Duties & Responsibilities

*         Under the supervision of the Senior Information Resources Officer, negotiates electronic resource licenses to reach favorable pricing and licensing terms

*         Manages the process of licensing electronic materials, including reviewing licenses to ensure compliance with Arizona Statute and University Financial Services Office policy/practice, securing approval and signatures from administrators and vendors

*         Ensures the accurate recording and maintenance of all administrative data related to the Library’s electronic resources (e.g., contracts, offers, and license terms, including perpetual access agreements, etc.)

*         Oversees the annual renewal process for electronic resources in collaboration with the Content & Collections Librarian and Acquisitions

*         Coordinates the resolution of license-related access issues, working with Library and campus IT, and with vendor staff to resolve the issues identified

*         Actively collaborates with the Senior Information Resources Officer on approaches to licensing and on making changes to those approaches in order to support our collections’ decisions and strategies, and/or to improve access, create efficiencies, or reduce costs

*         Partners with technical services staff and others on changes to electronic resource workflows, especially those that would impact licensing or renewals

*         Working closely with C&C, DDA, & Finance, provides input on budgets, fund management, and expenditure projections

*         Contributes to the knowledge base of the profession through research, publication, and professional engagement

*         Librarians in the University Libraries are members of the General Faculty of the University of Arizona; the successful candidate will be hired at the rank of Assistant or Associate Librarian

*         Other duties as assigned

Minimum Qualifications

*         Master’s degree in library and/or information science from an ALA-accredited institution or other relevant advanced degree

*         Experience reading, negotiating, and managing license agreements

*         Experience supporting the management and/or acquisition of electronic resources in an academic or research library

*         Evidence of the ability to achieve continuing status (equivalent to tenure) as a librarian, including contributing to the information/library profession and to fulfilling the responsibilities of a library faculty member through service and scholarship

Preferred Qualifications

*         Five or more years of experience in an academic library

*         Experience using an Electronic Resource Management System, especially ALMA

*         Experience working with and manipulating data (from an LSP, from vendor sites, Counter, etc.)

*         Experience with consortial licensing of information resources

*         Knowledge of trends and issues with e-resources, vendors, packages, aggregators, platforms, licensing, pricing models, and financial and statistical management needs

*         Knowledge of copyright, intellectual property, and fair use as they pertains to licensing electronic resources

*         Established ability to deal with change, ambiguity, and complex problems

*         Demonstrated initiative, flexibility, and ability to work creatively and effectively both independently and collaboratively

*         Demonstrated experience troubleshooting access problems with electronic resources

*         Ability to use technology in creative ways to address challenges
