*Description*
The Licensing and Electronic Resources (LER) Librarian provides leadership,
knowledge, and operational management for license negotiation and
acquisition, access, and technical support of all electronic resources.  As
a library member in the Interlibrary Loan & Acquisitions (ILLAS) unit of
the Resource Acquisitions & Discovery (RAD) program, the LER Librarian
takes a leadership role toward unit goals, and seeks to uphold service,
system standards and best practices that ensure high quality patron access
to electronic resources and discovery of library collections and services.

The Licensing and Electronic Resources Librarian serves as the Hesburgh
Libraries primary contact with the University’s General Counsel, regarding
resource licensing and interpretation; advising the Unit Head and other
colleagues by reviewing and recommending approval or changes in terms that
align with evolving service needs and campus requirements. This position
coordinates the work of two Electronic Resource Associates, by developing
and implementing sustainable workflows, and serving as a resource for
guidance. The Librarian works closely with the ILLAS Unit Head to execute
collection development decisions made library-wide and collaborates with
the ILLAS Collection Analyst to actively contribute and support the
collection assessment program currently under development. The LER
Librarian exhibits leadership in how best to provide reliable access and a
supportive user experience in our diverse and evolving discovery landscape,
which includes library management systems, knowledge bases, search and
discovery systems, the library proxy service, and our library website, as
well as diverse collection offerings.

This Librarian upholds the values of the division, which include a
commitment to innovation, team-based operations, project management and
continuous improvement.

*Primary Responsibilities*
Review and negotiate license agreements with publishers/vendors; and in
consultation with University Counsel, library stakeholders, and ILLAS.
Ensure proper maintenance of license records.
Provide support for inquiries related to interpretation of terms; regarding
use and access of electronic resources.
Provide training and support in the management for all areas of the
electronic resources lifecycle.

Oversee electronic resources support service; refer issues as appropriate
to ensure account, content and systems service stability.
Establish proactive processes to identify electronic access issues before
they become obstacles for users.

Work collaboratively with stakeholders to effectively integrate electronic
resource tools, services, and metadata into the larger discovery ecosystem.
Contribute to the development and implementation of local workflows to
support the management of electronic resources.
Write documentation that reflect the Libraries’ best practices for support,
licensing and functional areas.
Monitor trends and best practices in library electronic resource use,
access, discoverability, data harvesting, and preservation.
Ensure the accuracy of the discovery service, knowledge base, and link
resolver holdings.
As a Library Faculty librarian in RAD serves as a leader in support of unit
to library-wide goals.

*Required qualifications*
MLS degree from ALA-accredited program or non-U.S. equivalent.
1-3 years negotiating library resource license agreements and document
management.

*Preferred Skills or Experience*
Experience supporting the electronic resources lifecycle
Strong understanding of or experience coordinating the full electronic
resource life-cycle.
Ability to take a leadership role in group activities.
Knowledge of systems that support electronic resource management, access
and discovery.
Proven success in communicating with stakeholders and team members, patrons
and content providers.
Commitment to the divisional values.
Excellent oral, written, and interpersonal communication skills.
Ability to balance multiple projects and set priorities in a time-sensitive
environment.

*Salary and Benefits*
Appointment salary and rank are competitive, commensurate with experience
and qualifications. The Licensing and Electronic Resources Librarian is a
non-tenure track member of the Library Faculty. The University offers an
