Hi all:

My name is Michael Qiu and I’m the Library Relations Manager with ACS Publications. My role is to ensure your issues and concerns are addressed and shared with the appropriate people at ACS. I’m not a sales rep, nor do I know much about your pricing, tokens, packages, etc. I encourage all of you to reach out to your Account Managers to discuss any issues you might have around pricing, usage, etc. They are the best equip to help answer any of your questions and do not hesitate to ask them about different options.

As a former academic librarian, I do understand there are some misconceptions around the ACS Approved Degree program. I wanted to provide some insight and links for more information.

The Committee on Professional Training (CPT) is an ACS member based committee that sets the guidelines for approved bachelor’s degrees. ACS is not a degree accrediting body, therefore it’s called an approved degree. These guidelines are set by the members of the committee who are professors, instructors, etc. at colleges and universities.

In 2015, the committee updated their guidelines, including the requirements for chemistry information resources. There is no requirement for ACS specific journals, but to have a suite of journals that cover the diverse nature of the chemical sciences from any publisher. There is more information on the guideline, section 4.4, page 8.

CPT HomePage: https://www.acs.org/content/acs/en/about/governance/committees/training.html
(PDF) Degree Approval guidelines: https://www.acs.org/content/dam/acsorg/about/governance/committees/training/2015-acs-guidelines-for-bachelors-degree-programs.pdf

I encourage anyone with feedback on the guidelines to contact the ACS Office of Professional Training. They have a dedicated email address, CPT at acs.org<mailto:CPT at acs.org>, to help answer any questions.

If you ever need anything from ACS, please do not hesitate to reach out to me, your Account Manager, or our Customer Support & Services team. All my contact information is below, including my direct phone number.

Best, Michael

So the big consortia systems get amazing deals such that the impact on any one library is minimal. Those of us without opportunities to be part of these systems have little bargaining power, especially since the same body that accredits our program sells us the content required for accreditation. How far is this really from a protection racket? But ACS members won't change it. In theory they could, right? It's a membership organization? There are more benefits to members than libraries see, apparently.

We’re about 24k fte, both engineering and science colleges that are very active: $1.63 cpu.

We get ACS as part of the University of Texas system, so our pricing may be a tad lower than others due to consortial arrangements.

Just took a look at our last invoice for Web Editions and our 2017 COUNTER JR1, and we're running about $6 per ft use, so I'd guess they would not be willing to have a pay per view below that.
Most of us probably can't reveal our actual contract price (nondisclosure agreements) but I don't think anything prohibits us from sharing our cost per use, so I'd be interested in how ours compares with others.
We're a small university, under 5,000 FTE, without a graduate level program in chemistry.

They do sort of have a pay-per-view option, by purchasing groups of tokens. They are also not cheap. I'd be more interested in notifying our patrons which titles are included in our subscriptions and which ones are not. We have the Academic Collection w/250 tokens, but there's no way to indicate to users which ones we have access to and which will use a token.

I have suggested to American Chemical Society adding a pay-per-view option instead of their subscription packages. I’m told they don’t offer that option. I’m just wondering, how many schools out there would be interested in a Pay-per-view option of ACS titles? We are a very small school, and the prices for ACS are not sustainable and are very hard to justify outside accreditation requirements. I’m feeling very frustrated actually. Am I the only one??
Venting, and also want to see how many others feel the same way and what you have done to offset the cost.
Thanks
