In addition to what others have suggested, I wonder if your college uses Blackboard or something similar for online courses? Doesn’t it also include a conference feature that could be used for webinars? For something longer than a couple minutes, you could record an online session (even a fake online session with no audience) and make that available. I’m thinking of the possibility of utilizing an already-paid-for software that the library could utilize.

My library is planning to produce resource-specific instructional videos which we will host on or website as surrogates for when in-person or live help is not available.
We've been given a budget of $0 to create the videos.
So, I wonder:
Does anyone know of any reasonably capable video editing tools / downloads that might be available for free?
