In addition to the other resources folks have already shared, I would also add Screencast-O-Matic (which is more along the lines of Jing) and Powtoon.

My library is planning to produce resource-specific instructional videos which we will host on or website as surrogates for when in-person or live help is not available.

We've been given a budget of $0 to create the videos.

So, I wonder:

Does anyone know of any reasonably capable video editing tools / downloads that might be available for free?
