Hi all,
Here is the fix that I was able to gather from OCLC after meeting with a team at T&F and OCLC and the fix worked!
I have found out what is allowing these PDFs to proxy and get blocked when it should not proxy. This below stanza in the ezproxy.cfg file is authorizing a lot more I think than intended. This is authorizing the downloads on the Taylor and Francis Ebooks site to be proxied and should not be. This DJ line is too broad. In this case it should probably be specific to the Elsevier domain on AWS. Something more like DJ elsevier.com.s3.amazonaws.com. When that DJ line is commented out the Taylor and Francis PDF downloads start working as expected.
Add this to your DJ line: DJ elsevier.com.s3.amazonaws.com
Instead of the DJ line here as might be listed in your config file:
