Hi Jackie,
I recently reviewed several of the 2024 licenses in the ESAC Registry<https://esac-initiative.org/about/transformative-agreements/agreement-registry/> and SPARC Contract Library<https://sparcopen.org/our-work/big-deal-knowledge-base/contracts-library/> for AI language. Of the 22 providers I found licenses for, only four had language restricting AI use (Elsevier, IEEE, Springer Nature, and Wiley). This summarizes what I found for Springer Nature:
* Four licenses were reviewed for Springer Nature. All four licenses include AI language, but there was no definition of AI in any of the licenses. Two of the licenses refer to an FAQ, but do not link to this FAQ.
* All four licenses restrict using the content with any AI tool: Users cannot use the content to "update, change, revise, adapt, modify, translate, transform or create any derivative works," including with AI tools, nor can they use the content to train, directly or indirectly, any AI tool or system.
* DEAL's license included the following language, note that the URL links out to a PDF without an FAQ:
* To provide clarity and guidance for Member Institutions and Authorized Users, DEAL Operating Entity and Publisher agree to jointly monitor the legal and technological developments regarding artificial intelligence tools in relation to the use of Content during the Term of this Agreement, and align on such in a joint working group. The working group will discuss such developments, issue guidance with respect to specific use cases in a mutually agreed FAQ related to this Agreement (to be found at https://keeper.mpdl.mpg.de/f/ece56f1759ed4cc5902f/?dl=1) , and may mutually review and suggest revisions to the Agreement in relation to the use of artificial intelligence.
* UNL/UKB's license includes the following language. Note that the license did not include the FAQ:
* The parties are aware of the recent developments in artificial intelligence. These have created, and continue to create, various questions around how artificial intelligence tools may be - or may not be - used in relation to copyrighted works, author rights, moral rights, personality rights, personal data, the integrity of existing scientific content as well as the creation of new scientific works. The challenges created by AI do not only affect the legal relationship between publishers and libraries, but affect also various other relationships and considerations, particularly for researchers both as authors and as users, which need to become aware of the implications when using AI. Considering this, the parties have discussed and agreed to the foregoing in light of the current legal and technological developments at the signing date of this License Agreement. The parties agree that at this point in time, many questions around the use of artificial intelligence still need to be answered. Key questions may need to be addressed primarily in planned legislation. Therefore, the parties agree to jointly monitor the legal and technological developments regarding artificial intelligence tools in relation to the use of Content during the Term of this License Agreement, discuss such developments, issue guidance with respect to specific use cases in a FAQ related to this License Agreement, and may mutually review and revise the License Agreement in relation to use of artificial intelligence in the future, considering the interests of all involved, including publishers, libraries and the research communities. This Section 4 shall survive any expiration or termination of this License Agreement, howsoever arising.

I use my phones internet through my data plan or hotspot. I check in with my laptop or on my phone. I try not to use the schools VPN because I thought it reads it like they are on campus and not everyone has the VPN set up.

I always bring my laptop into work (Asus Zenbook, nice and light, under 1 kg) and test offsite access on it, using my phone's hotspot as the non-work network. Might have to play with a couple of those free VPNs though as that could be a more streamlined approach
We used to use Opera?s VPN for this, but ran into trouble with it a few years ago. Now we use the free version of ProtonVPN. It works a treat.

Core Web Course: Fundamentals of Digital Library Projects
Description: This six-week online course introduces students to the breadth
of considerations, standards and skills needed to successfully launch and
manage a digital library program. The course will provide opportunity for
hands-on activities to develop critical thinking and decision-making skills
within the context of a digital library.
Sessions tend to sell out weeks in advance but are offered several times
each year. You only need to sign up for one session.

Students receive an access code for the course after registering. Students
have 24/7 access to the course site for the 6-week period, and aside from
assignment and quiz deadlines, the course may be completed at their own
pace. Instructors provide guidance and feedback as students work their way
through the course material. Weekly, instructor-moderated chat sessions are
the only live course events that students are asked to attend.

successfully manage a digital library: such as digitization and types of

storage/architecture, user interface & interaction, preservation.

Learn about the common platforms used by libraries to manage digital
objects and make them discoverable.

Discover the role of planning, documentation, and assessment.
Who Should Attend:
Library professionals interested in developing a broad understanding of all
aspects of digital library projects, from the solo practitioner responsible
for all aspects of a digital library to a member of a team implementing or
managing a digital library.

Tech Requirements:
A Moodle-developed site is composed of self-paced modules with facilitated
interaction led by the instructors. There are predetermined start and end
dates and a suggested pace which include interaction with the instructors
and your classmates. Students regularly use the forum and chat room
functions to facilitate their class participation. Section quizzes are
offered and feedback given, however, there is no final class grade.
The course website will be open for 1 week prior to the start date for
students to have access to Moodle instructions and set their browser
correctly. It will remain open 1 week after the end date for students to
complete any sections and submit the course evaluation survey.

I have used some kind of remote desktop to my home computer. Depending on what OS I have at work vs home at the time, I might use Teamviewer, Windows Remote Desktop, Remmina, or some version of VNC. I also use those in the other direction, to get to my office computer to be "on campus" when working from home.

Hi all,
We are looking for a solution to mimic being off-campus to test our electronic resources. I currently do this by using a VPN that I pay for myself, which is not ideal. How do other folks do this? Do you use a VPN? If so, is there a specific VPN vendor you?d recommend?

Jennifer, can you tell us more about how you utilize SmartBear??? I am very
intrigued!
I can't help but notice that so many of the methods mentioned (which I also
use!) involve using our own personal devices, money, and/or off-hours time.
At least for me, it feels hard to articulate to others (i.e., higher ups)
why regular access to a device with a *non*-campus IP address is an ongoing
necessity of e-resources management. What if there were a document out
there that librarians could refer to or that had example language for
explaining to folks who don't do ERM work why it's necessary, and
summarizing ways this can be accomplished using the *institution's*
resources? Do folks think that could be useful in getting their
institutions to help implement better solutions to this problem?

Cornell University library also uses Smartbear BitBar to test off campus access.
I find it useful to test different devices, systems (Windows or macOS), and browsers (everything, including browsers I haven?t got on my library issued laptop), androids or iphones. https://smartbear.com/lp/bitbar/bitbar-web/

Jennifer, can you tell us more about how you utilize SmartBear??? I am very intrigued!
I can't help but notice that so many of the methods mentioned (which I also use!) involve using our own personal devices, money, and/or off-hours time.
At least for me, it feels hard to articulate to others (i.e., higher ups) why regular access to a device with a non-campus IP address is an ongoing necessity of e-resources management. What if there were a document out there that librarians could refer to or that had example language for explaining to folks who don't do ERM work why it's necessary, and summarizing ways this can be accomplished using the institution's resources? Do folks think that could be useful in getting their institutions to help implement better solutions to this problem?

I have used some kind of remote desktop to my home computer. Depending on what OS I have at work vs home at the time, I might use Teamviewer, Windows Remote Desktop, Remmina, or some version of VNC. I also use those in the other direction, to get to my office computer to be "on campus" when working from home.

We are looking for a solution to mimic being off-campus to test our electronic resources. I currently do this by using a VPN that I pay for myself, which is not ideal. How do other folks do this? Do you use a VPN? If so, is there a specific VPN vendor you?d recommend?

I also struggle with the inappropriateness of using resources not paid for by my university to do my work. I refuse to entangle my phone in work for instance.
Since things like VNC are free, I feel a little better about that, but only a little. And (long story) my home Internet cost is subsidized by the university so that seems fair.
The obvious way the univ could do this is with a pay-as-you-go smartphone data plan that they pay for, so you could test using the phone company's data network/IP range.

Has anyone thought about a computer with an IP that is outside the IP range you give to providers? I don?t know how feasible that is, or what the cost might be. Years ago that solution was suggested by someone in our IT department, but he was talking about assigning that IP to the machine I normally use, which obviously would create more problems than it solved. Still, a dedicated troubleshooting computer sitting in a corner somewhere might be an option.

I have used some kind of remote desktop to my home computer. Depending on what OS I have at work vs home at the time, I might use Teamviewer, Windows Remote Desktop, Remmina, or some version of VNC. I also use those in the other direction, to get to my office computer to be "on campus" when working from home.

Thanks for your question!
We started using Mozilla VPN this year, which allows for up to five devices-enough to cover our whole staff-and is paid annually. The first year cost us $30 using a promotional code.

The service is browser-agnostic, so it doesn?t require using Firefox. Previously, we relied on free VPNs available in the Chrome Web Store and similar platforms. However, we found those to be slow, unreliable, and they raised some security concerns.
So far, Mozilla VPN has worked very well for our needs.

To clarify, this is not necessarily a current problem at my institution.
(But I'm interested in learning about the capabilities of SmartBear and
similar technologies to address this and other tasks!) My institution's
robust telecommuting policy means that I don't currently feel obligated to
use personal resources (beyond standard telework personal resources, e.g.,
Internet access) to test off-campus access because, as others have noted,
even when I'm on campus, there are off-campus colleagues I can call on to
help troubleshoot.
I'll note, I do think that telecommuting is something to include in a
hypothetical document outlining a variety of ways to make sure that ERLs
can reasonably use company resources to test off-campus access! Even prior
to the ongoing pandemic, I remember listserv conversations in which testing
off-campus access was discussed as being something that supports
e-resources librarians' work being suited to a schedule with
telecommuting in it.

Description: Using techniques garnered from startups and quickly evolving
technology companies, this webinar educates information professionals on
using experimentation to make evidence-based decisions to advance
innovative initiatives.
The last five years have demonstrated that sticking with the status quo is
not an option; instead, as the experiences of many libraries has shown,
those that experiment are better positioned to adapt to rapidly changing
environments and evolving user needs and behaviors. This webinar shows how
to draw from new approaches and technologies to harness experimentation as
a tool for testing ideas and responding to change. It borrows ideas and
inspiration from the startup sector to teach you how to take a
human-centered and design thinking-based perspective on problem solving.
During the webinar, you will discover:

why experimentation is possible on any budget and can be undertaken by
anyone at an organization;

ways to foster a culture of experimentation, which recognizes the
importance of incorporating curiosity into work and daily life;

the distinctive characteristics of technology companies and startups

examples of experimentation from academic, public, and school libraries

Presenter:
Cathryn M. Copper works at the intersection of libraries, architecture, and
technology. As the Head of the Eberhard Zeidler Library at the University
of Toronto, her current research explores technology and experimentation in
libraries. She has spoken on the topic of experimentation at several
national and international conferences including the Association of College
& Research Libraries and SXSW EDU. Her talk on the use of artificial
intelligence and augmented reality in libraries at SXSW EDU was featured as
one of the "biggest and most pressing ideas."

Hi all,
We are looking for a solution to mimic being off-campus to test our electronic resources. I currently do this by using a VPN that I pay for myself, which is not ideal. How do other folks do this? Do you use a VPN? If so, is there a specific VPN vendor you?d recommend?

Hello all,
Is anyone else having issues with getting stuck in an authentication loop
on the Oxford Academic platform? I am getting a login challenge, "Sign in
through your institution," which then either redirects to a directory to
look up my institution, or directly to a challenge screen to prove I'm not
a robot, but I can never get past that screen. We've used EZproxy for a
long time, and the Oxford Academic platform has been fine. So far this has
been a problem with ebooks on Oxford Academic, I haven't tried ejournals
yet, but I wanted to see if anyone is having this issue.

Hello,
I have an agreement to sign with Nature/Springer for journals that include
AI language that wasn't there last year. It stipulates what our users
cannot do with the information they use from their journals. I don't have
any control over what our students do with the research they find in our
resources, and I don't want any.
I've asked them to strike that paragraph, but they are pushing back.
What do you think? What has your library done about these AI statements in
resource agreements?

We are having the same issue, but with UC Press. I reached out to EBSCO,
but they said that it was a publisher issue, so I've reached out to them.

Hi Jackie,
We have had a vendor come back to us with an AI statement or clause in a contract (not remembering the vendor off the top of my head) I would say touch base with your dean, director of libraries or university librarian. Thats what we ended up doing to strike a balance with AI language in contracts. They may have a strategy about how to approach it. Ideally you wouldn't want that kind of restrictive language! We had issues with any publishers who use Cloudflare via ezproxy. The solution seems to be to ask the publisher to add your ezproxy IP address to the cloudflare site, even if your ezproxy is within the campus IP range that you already provided to the publisher.
OCLC support also said that you need to add your proxy?ed domains to cloudflare, but we have found that to be unnecessary.

Yes, the UC Press screen is the same one I get stuck in for Oxford. Another
suggestion I got was to check my IP addresses on IPRegistry, so I will try
that next.

This document guided our negotiations with vendors that added AI clauses to their licenses for 2025. Our university Legal Counsel advised us throughout the process as it took some time and several rounds of revisions to reach a consensus.

Hi Jackie,
We have had a vendor come back to us with an AI statement or clause in a contract (not remembering the vendor off the top of my head) I would say touch base with your dean, director of libraries or university librarian. Thats what we ended up doing to strike a balance with AI language in contracts. They may have a strategy about how to approach it. Ideally you wouldn't want that kind of restrictive language! Hello,
I have an agreement to sign with Nature/Springer for journals that include AI language that wasn't there last year. It stipulates what our users cannot do with the information they use from their journals. I don't have any control over what our students do with the research they find in our resources, and I don't want any.
I've asked them to strike that paragraph, but they are pushing back.
What do you think? What has your library done about these AI statements in resource agreements?
