[Eril-l] tracking who sits in the licensed seats

My library (like most) subscribes to several seat-based resources. Any
suggestions on how to best track who is assigned to these "seats", and to
allow them to look themselves up?

Example: Jane Smith has access to 3 seat-based resources (A, B, and C)
Ron James has access to 5 seat-based resources (A, C, E, P and R)
Sam Right knows they have access to 2 resources, but doesn't remember which
ones.
How can I set up a system where Jane, Ron and Sam can all look up what they
have access to?

I also want to track how many "seats" my library has for each resource, and
how many are filled/open at any given time.
