Perhaps I’m lazy, but I would get quotes from the vendors rather than trying to fathom the great mysteries of their pricing structures.  Providing quotes is part of their job, even if it is for potentially fictional situations.  In a way, all purchases are potentially fictional!

I'm not sure anyone on this list can answer this question, but I thought I'd put it out there in case there are useful ideas on this topic.

I am tasked with coming up with estimates of pricing for journals and databases, i.e., collections costs, if our institution were to combine with our sister institutions under a single accreditation, instead of being separately accredited. As you might imagine, it's complex, since we all three have some of the same and many different resources. We also already work together on some of our bigger deals, the most expensive ones. Looking at JSTOR it's utterly impossible to tell because of their ridiculously complicated pricing algorithm; it's not even possible to figure out for ourselves where we all fall on their classification chart. (And they are a non-profit?!)

I thought I would simply use the top 5-8 most expensive resources for each campus, but those may not accurately reflect what would happen, when much of our budgets are tied up in different resources. Getting vendor quotes for a potentially fictional situation seems like a waste of their time and mine, and yet most vendors don't publish prices for any level of institution.

Any ideas out there for streamlining such a project?
