Has ProQuest been able to actually offer a resource yet ("handled" is a broad term)?   Do you know of any libraries that provide access to this?  I'd like to see it!   I'm just curious because your link refers to a sales promo from 2013 but most of those complaints that were previously listed were from 2014-15.  Too, there's this info from around the same time as your link:  http://newsbreaks.infotoday.com/NewsBreaks/ProQuest-Takes-Over-Library-Marketing-for-NewspaperARCHIVEcom-Turmoil-and-Tumult-88455.asp .  Seems like there are still major problems all around.

Anyway, I'd still be careful.  I'm out - no more time to spend on this! :)   Have a good day!
