Recently we've noticed an increase in problem reports from users where there simply is no access link for the resource and it says "check for available services."</div>

When we investigate, most of the time we discover the item is not something we've ordered or part of a subscription; it's not something we're supposed to have access to. In some cases, as far as I can tell, we've never had access to the item. It's a record
with no inventory and shouldn't be visible.</div>

So sure, we can create a set to find these records and hide them. And that's what we've done so far. But I'd like to know why this is happening so we can prevent it.</div>
