Usually, if I request a report in the admin portal, it takes about 5-10 minutes. JSTOR requires API harvesters to request a report, but then it queues and you need to come back later, as much as an hour later depending on their server load, to get it.</div>

If they use the same backend server for manual downloads, that might be what's going on. Can you get them hours later or the next day? If not, it's time to call support.</div>
