We don't have EZProxy, but we do have Factiva, and I can say that generating functioning redirecting links is a consistent issue with them. Recently we were asked the question of how to make links and found a handful of Factiva link generators from other libraries.

When part of a path for accessing materials is not getting processed, the most likely cause is a restricted character being used in the target URL and it causing processing errors. I would try encoding the target URL and telling EZproxy this is encoded
by changing ?url= to ?qurl=. This will normally resolve any issues with restricted characters.
