This is indeed a disturbing trend, and it may be of interest to know that we've been received similar notices that University of Toronto Press(!) and INFORMS are following the same path with their journals. I expect there are others.</div>

We had a fairly in-depth discussion with EBSCO about it. They see it as helping these small presses and societies, which face extraordinary headwinds in Today's Environment, maintain editorial control of their own publishing operations rather than outsource
their them to a large commercial publisher like so many presses before them. By streamlining their institutional licensing (one licensee instead of hundreds) they reduce their operational overhead, and that combined with the EBSCO deal is apparently enough
for them to keep their lights on. </div>

There have always been small presses that don't provide subscriptions directly to institutions but do license their content to aggregators - that's part of the value of aggregators, because we certainly don't have the time or money to work directly with every
worthwhile publisher. But it's not very common for a publisher who already provides institutional subscriptions to
<i>stop</i>, and for academic publishers it's been almost unheard of. And for it to happen to a journal as important as AJPH... This does have the feel of a "canary in the coal mine" moment.</div>

students who might not (yet) be members, and the folks who need occasional access to their journals. The least they could do is make the content openly available after x amount of time in a reputable site/repository…Some societies don’t want to manage their
e-journals and contract with a platform or commercial publisher to host institutional access. APHA went a different route with a commercial aggregator.</p>

of requiring that a library subscribe to or purchase a package of materials they do not want/need and cannot afford in order to get a single title. </span></p>
<p style="margin: 0in; font-family: Aptos, sans-serif; font-size: 12pt;"><span style="font-family: "Times New Roman", serif; color: black;">We are seeing this with other types of materials as well -- individual ebooks that can only be acquired as part of large
packages, subscription to an online newspaper that requires subscribing to a large package of newspaper titles, films that we can only acquire if we buy a package of film titles. With few exceptions, we will tell the faculty requesters "no, sorry" and explain
why, although this can be difficult depending on the title. I also will tell our vendor reps when this is the reason we are not making an acquisition or starting the package subscription. They should know when they are losing business over this sort of thing.
