what makes the most sense for the title, demand, and budget. (Subscriptions are a different budget entirely.)<o:p></o:p></span></p>

<p class="MsoNormal"><span style="font-size:11.0pt;font-family:"Trebuchet MS",sans-serif">Also, from the one-time budget we allocate about 3% for the textbooks that we put on permanent reserve (for the largest classes on campus). This is rarely spent entirely,
but we’ve found that the larger allocation ensures we have enough in those years when many of the classes all adopt new textbooks at the same time. And putting them on reserve (a three-hour loan) ensures that plenty of students can use the physical copies.
