As per the Code of Practice, providers have until the 28<sup>th</sup> day of the following month to provide the previous month's data.</div>

Elsevier is notorious for providing it very close to the 28<sup>th</sup> day. Most providers, especially those using usage data host services (Atypon, Silverchair, Scholarly IQ, etc.), come much earlier.</div>

So there's no grounds to complain about not having June data until July 29.</div>

That said, if the provider doesn't have the data ready yet, there is an "Exception" that is supposed to appear in the report header to tell you that.</div>

So a report that has a 0 with no exception in the header should actually be a zero count for that metric for that time period.</div>

However, I have seen that a lot of providers are having issues with implementing the exceptions in 5.1 and are failing to provide that Exception code/text.</div>

Re: the rest of June - that absolutely should NEVER happen. Providers are required to report nothing at all until they have the entire month's data ready.</div>

There should never be a partial month count based on when you ran the report. I haven't seen any providers make this mistake, and during the work I did writing my own API harvester, I was scrutinizing the data for almost all of the major providers very closely.</div>
