This is not a direct response, but I wanted to make sure everyone knows that requests can be submitted to a specific person at ProQuest to get audio description added to Academic Video Online titles. They do not charge for this. I had not been aware of this

<p class="x_MsoNormal">Does anyone have a company they use (and like!) for audio description services? We have a number of videos we’ve added to our online collection over the years, and we’re trying to get them to appropriate accessibility standards. They’ve
been subtitled, and we’re creating transcripts, but would like people with experience doing audio description for that feature.</p>
