Yes, we are experiencing the issue as well. As we don't use OpenAthens or
Shibboleth, the work-around doesn't work for us. I've just opened a new
case with Oxford.
The ONEAL Project <https://iupui.libguides.com/ONEAL> (Open Negotiation
Education for Academic Libraries) solicits a group of curious and active
pilot testers for our community-driven, open negotiations curriculum. Pilot
testers can be library professionals and MLS/MLIS students.

*What is the ONEAL Project?*

The ONEAL Project is a collaboration between Indiana University?Purdue
University Indianapolis, Grand Valley State University, and Belmont
University to develop OER in support of teaching negotiation for continued
professional development in academic libraries and graduate library science
programs. This OER will include negotiation theory and strategy, using the
academic library context of vendor license and contract agreements, built
on real-world scenarios from the community.

*When*

The pilot will run from October 1 - November 30, with a follow up focus
group in early December.

*What will the pilot participants do?*

- Complete asynchronous learning modules.

- Interact with others in the course through the ONEAL Project Discord
server.

- Opportunities for discussion and optional group activities as part of
curriculum design.

- Reflection to provide input and feedback.

Application:
https://gvsu.co1.qualtrics.com/jfe/form/SV_ewCmNacHvh95I0e

Primary funding for the ONEAL Project is provided by the Institute of
Museum and Library Services (IMLS).

Pilot testers who provide feedback on the curriculum modules will receive
an honorarium of $500. Applicants will be notified no later than *September
15, 2023.*
Sounds like a product development opportunity for vendors like Ebsco who have Alumni Databases available for licensing...

https://www.ebsco.com/products/research-databases/alumni-databases

Creating a LibGuide specifically for this group of students, spotlighting OA resources and institution-specific, even on-campus resources, might be an option?

University of Illinois, for example, already has created a LibGuide (but in their case, the OLLI members do get NetIDs and passwords, since they are ?joining OLLI?):

Osher Lifelong Learning Institute: Books: A library guide for OLLI members.

(And it may be an idea in a LibGuide to remind the Life Long Learners of the resources available at their public libraries where they are cardholders?)
We have a similar situation with our Life Long Learners.
We tell them they can only access the databases while on campus.
Hi All, one of our colleges is offering non-credit continuing education courses. These folks aren't in our Banner system and won't be issued an institutional email address nor accounts so access through our proxy serve will be problematic. These will be 8-week
courses, so relatively short. How are other libraries handling this situation? We met with the college and they refer to the students as participants, not students.

There are actually two different issues here, technical and legal.
If you have an ezproxy system (or also I believe Open Athens - we use local-hosted ezproxy), you can easily create temporary username/password pairs directly in it that does not rely on your campus' main network authentication/account system.
That solves the technical issue.

But the legal issue is whether such users are allowed under your license agreements, and that could vary by license, so giving them an ezproxy-local account that would just automatically grant them access to ALL of the services in your database config file
might violate some contracts.

There are directives you can use in ezproxy to give such accounts access to only a subset but then someone needs to pay attention to each specific license and work with your ezproxy manager to define and maintain that subset definition.

And some vendors might claim that your IT dept's refusal to issue these users a general campus account is by definition (perhaps literally as defined in contracts) evidence that they are NOT properly authorized users.
Has anyone tried doing something like this for ebooks (EBSCO, Ebook Central, etc.)?
We have a life-long institute affiliated with our university. Students that sign up for the courses offered are also not in Banner and do not receive credit. We offer them reading lists for print books that can be checked out, but we have had questions from
these users recently on whether could provide ebook access, outside of the library.
EXTERNAL EMAIL : Exercise caution when responding, opening links, or opening attachments.
