the past several years, especially since the advent of COVID, serial titles
have been at the cross section of an increase in demand while also experiencing
an increase in cost. Additionally, many libraries have experienced staffing
shortages with budget pressures. These pressures have resulted in libraries
having to come up with creative solutions for managing serial titles like
smaller packages for electronic titles or collaboratively working with
publishing agents. </span></p>
