My apologies for duplicating this query on multiple lists.

Duke University is currently experiencing proxy-related access problems to American Economic Association ejournals. When we attempt to access titles hosted on American Economic Journals Online via EZproxy, we receive
the following error message:

"Connection refused by

Trying again later does not help, as this problem has occurred for at least a week. We can successfully access this content from on the campus network - just not outside the network via proxy server.

We contacted AEA Support to make sure they have our correct IP ranges and that our EZProxy stanzas are correct. According to the support rep:

"If the browser *can* get to the site when not using the proxy, the problem is either the presence of the proxy itself or it is that the proxy machines are not configured to use secure protocols. That's outside of our
scope to assist troubleshooting, as we do not support the use of proxies to access AEAweb.org."

According to AEA Support’s message, it seems like asking them for further assistance with troubleshooting won’t get us anywhere. So we are wondering if any other libraries have encountered this proxy issue, and if so,
