the conservative legal counsels, the CCC (that makes lots of money selling permissions to you), and advice from smart, liberal leaning lawyers outside academe lies the truth. It is very interpretive, but ultimately it’s all about risk analysis. Your legal
counsel will advise you on the risk stance he is comfortable with for your institution.<o:p></o:p></span></p>
