There is a lot you can do with Excel, but maybe even more with Access. I work as a librarian at Uppsala University in Sweden, and we´ve just decided to drop out of a commercial ERM system. Access is an alternative for us. From my experience Access seems a bit overlooked as far as database managers go. Maybe because of a higher threshold than Excel. For anyone interested in Access I would recommend a YouTube channel called Access All In One (https://www.youtube.com/channel/UCMJ2I2JP8V0RX1JGEEqX2SA). The IT department don’t want another CMS on their hands. Storing the data in local files is not a good option however. An alternative is to use local files that connects to a Microsoft SQL Server. That way we could alter the interface with little effort and still have secure data.

I looked at ERMes and it looks interesting, but there doesn’t seem like much has happened since 2011.
