triple the cost. We sometimes have been successful in negotiating the price downwards.<o:p></o:p></span></p>

<p class="MsoNormal"><span style="font-size:12.0pt">For databases, even though the vendor may charge on FTE, we have been successful in negotiating the price based on the actual user base, still with unlimited access.<o:p></o:p></span></p>
