Hi Katherine,
My previous institution uses CloudLibrary<https://www.yourcloudlibrary.com/en/home.html> and in general it was successful. We didn't have a package but relied on PPU with set monthly budgets for ebooks and audiobooks. Sometimes requests would come in from specific programs or clubs but those purchases/leases would be handled differently. We did have issues with the Alma integration for the patron information.
