APHA has decided to follow a relatively common professional society model. They probably want to make their society’s journal (and publications) access a “membership benefit”. See: Membership Perks<https://www.apha.org/membership/member-benefits>
Yes, it is short-sighted that these societies are doing away with institutional access options for their journals. That leaves out those who aren’t members, who can’t afford memberships, students who might not (yet) be members, and the folks who need occasional access to their journals. The least they could do is make the content openly available after x amount of time in a reputable site/repository…Some societies don’t want to manage their e-journals and contract with a platform or commercial publisher to host institutional access. APHA went a different route with a commercial aggregator.
To be pondered and explored: Will libraries be able to ILL articles from the EbscoHost databases to those who don’t subscribe and can’t access? And will document delivery services work with aggregators?
Will statewide and consortial access to EbscoHost databases include the full-text versions? In Illinois, we’ll have to check if some of databases where this journal will be available are in the list of Ebsco databases that have been made available free of charge to Illinois libraries through the Illinois Secretary of State’s Office and the Illinois State Library: EBSCO Database Packages Provided by CARLI and the State of Illinois | CARLI<https://www.carli.illinois.edu/products-services/eres/ebsco-state-database-package>
Other groups and offices that are following the developments are probably those who work with public health professionals, including the MLA Public Health / Health Administration Caucus members, the Public Health Digital Library, and more.

Thanks for making us all on the list aware of this. Add me to the "deeply disturbed" list regarding this ongoing trend of requiring that a library subscribe to or purchase a package of materials they do not want/need and cannot afford in order to get a single title.
We are seeing this with other types of materials as well -- individual ebooks that can only be acquired as part of large packages, subscription to an online newspaper that requires subscribing to a large package of newspaper titles, films that we can only acquire if we buy a package of film titles. With few exceptions, we will tell the faculty requesters "no, sorry" and explain why, although this can be difficult depending on the title. I also will tell our vendor reps when this is the reason we are not making an acquisition or starting the package subscription. They should know when they are losing business over this sort of thing.
I'm sure APHA has a multiyear exclusive contract with EBSCO, but if you were an individual subscriber and are concerned, you may want to write to the APHA and the journal editors and explain the problems with them doing this. Maybe they will reconsider whenever their contract comes up for renewal.
Those who are members of MLA may also want to raise this issue within that organization. ("Selected as a core journal by the Public Health/Health Administration section of the Medical Library Association.")
From the APHA webpages - their stated values are in poor alignment with their publication practices.

The MLA (Medical Library Association) caucus for Collection Development is also discussing this and I wanted to add this tidbit information from one of their posts and some information from our EBSCO serials rep further down in my email:
Going forward, EBSCO’s Academic Search Premier, CINAHL (full-text versions) and MEDLINE (full-text versions) databases will serve as the sole sources of the APHA journals American Journal of Public Health and The Nation’s Health.
Just confirming that having the non-full-text versions of CINAHL is not enough to get full-text access to these APHA journals. ☹ There are different levels, with just two full-text CINAHL versions before the expensive “Complete” version, called “CINAHL with Full Text” and “CINAHL Plus with Full Text.” To make absolutely sure, I’d check the title lists<https://urldefense.com/v3/__https:/about.ebsco.com/products/research-databases/cinahl-full-text__;!!Dq0X2DkFhyF93HkjWTBQKhk!XFCY42aHviUnWklI1NWh0CkukOU9BWZdJGRYZafz69a8JR3IspIqK1CTsgR7cMt8FLxF7GZSLoA5jFL89FOMNWQVAF5F$> for the one you might subscribe to make absolutely sure these journals are/will be included.
We did subscribe to these APHA journals directly through EBSCO serials. Here’s important info we got from our EBSCO serials rep in case you are in the same boat and don’t want your subscription automatically transforming into a print-only one:
• APHA will no longer offer Print + Online or Online Only subscriptions for these journals.
• Online access will be available exclusively through EBSCO’s full-text databases.
• Print-only subscriptions will still be available
If you wish to maintain online access to these journals in 2026, you will need to subscribe to the appropriate EBSCO database by contacting your EBSCO Account Executive, who handles database quotes. If you're unsure who your representative is, feel free to reach out to me and I’ll be happy to provide their contact information.
IMPORTANT: If your current subscription is for Print + Online, it will automatically convert to Print Only for 2026. If you do not wish to continue with print-only access, please update your order to ‘Cancel’ in your EBSCONET Renewal Cart. If you have already submitted your Renewal Cart, please let me know and I will have the title removed.

I’m having trouble understanding that the American Journal of Public Health full text online access will only be available via a subscribed EBSCO full text database.
It’s like a mental block 😉 where nothing is getting through!
* If a library does not subscribe to an EBSCO Full text database : no full text online access
Our library subscribes to CINAHL not CINAHL complete and no other EBSCO databases.
* How will users of PubMed, Ovid Medline, and any other non-EBSCO users link to content?

We have exciting news to share regarding a change to our institutional e-journal hosting. Beginning in 2026, American Public Health Association (APHA) will partner with EBSCO to make select digital publications, including the American Journal of Public Health, available via EBSCO’s industry-leading full-text databases.
At that time, we will discontinue direct institutional subscriptions to those digital products.
Going forward, EBSCO’s Academic Search, CINAHL (full-text versions) and MEDLINE (full-text versions) databases will serve as the sole sources of the APHA journals American Journal of Public Health and The Nation’s Health.
From EBSCO:
Effective January 1st, 2026, AMER PUBLIC HEALTH ASSN (APHA) will no longer offer subscriptions in Print + Online and Online Only for their journals : American Journal of Public Health and Nations Health. APHA will partner with EBSCO to make this journal available via EBSCO’s industry-leading full-text databases. APHA will continue to offer print only subscriptions for these journals, but the only way to get online will be in an EBSCO database.
