Thank you for raising the issue. The COUNTER TR_J series of standard views (TR_J1, TR_J2, TR_J3, TR_J4) are designed to reflect only usage of materials from journals (Data_Type=Journal), and as such content from all other serials should be excluded. We have a separate data type (Data_Type=Newspaper_or_Newsletter) for news and magazine content, which appears in the Title Report (TR) but not in any standard views.
One of the primary reasons we encourage everyone to use the Title Report over standard views is that it provides a fuller view of usage and demonstrates the value of all serials, not just journals.
I’ll drop a line to NewsBank today about their TR_J1.

I’m interested in this topic as well. My experience is also that generally the TR_J1 standard view shows usage of titles with data_type=journal according to the TR report (as opposed to newspaper, book, etc.), rather than all usage of “e-serial” or ISSN-bearing publications. In practice, this is a reporting challenge, in cases where an external party requests total “e-serial” usage (including magazines, newspapers, yearbooks, proceedings…) and says to cite the TR_J1 and/or TR_J3 report.

TR_J1 is “Journal requests.” It appears to me that most vendors do not include newspapers in this report—newspapers appear in the TR master report but not TR_J1. At least one of our vendors, though, NewsBank, does include newspapers in their TR_J1 data. Are they wrong to do so? Would it be better to exclude the NewsBank TR_J1 reports entirely when reporting on overall TR_J1 numbers? We only have a newspaper collection from them—there may be a few journals included in the collection, but it would be minor, and we have very large NewsBank numbers from e.g. our local newspaper.
