That's correct! Fill down will only go down through blank rows until it hits a row that contains data. So long as you do it immediately after splitting the cells, without re-sorting, then it should populate everything correctly. Just make sure you're viewing the page as rows instead of records, though, or fill down won't do anything.

Does "Fill down" work so that if in row 1 and row 6 there are values, but not in rows 2,3,4,5 and 7,8,9, it would copy the value of row 1 into 2,3,4,5, and row 6 into 7,8,9, etc over thousands of rows?

You can do this pretty simply in OpenRefine! Try these steps:
* Set the page to Show as Rows, not Records
* Select row A's dropdown: Edit cells > Split multi-valued cells. Set the separator to: "~"
* Then for rows B-R, select the dropdown: Edit cells > Fill down
Also if you want to standardize the format of the numbers in row A so they're all text instead of numbers, you can apply a little extra code. When I tried Edit Cells > Common transforms > To text, it converted the one numberic ISBM (row 18) to Scientific Notation format (9.05774043E8). If it does that for you, you can fix that by using this instead:
Row A > Edit cells > Transform, then input the expression: value.floor().toString()
That will update just the number formatted cells into text.

Any OpenRefine users here?
Doues OpenRefine have an easy way of taking the multiple-value ISBNs in Coulmn A here
And convert each into a group of rows with an individual ISBN in column A, and the same values that are already in columns B-E?
I wrote an Excel function to do this, but it inserts the rows into the range, and that is too expensive in reordering all the rows every time.
