Please see this response from Jo Cross, the Director of Research & Analytics here at T&F:
When we set up reporting for our ebooks platform taylorfrancis.com we were advised by COUNTER to report full book downloads and view book online counts in BR1 and chapter downloads separately in BR2. So for our platform, at least, you would need to combine the results of both reports to get the full picture of usage. We find that for most customers more usage is recorded in BR1 as users tend to prefer to download the entire book.
We believe that other publishers were given different advice by COUNTER at a different time and these publishers do roll all usage into their BR2 reports (often applying a multiplier for a full book download equivalent to the number of chapters in the book). This means that our reports and theirs are not fully comparable, nor are our reports comparable to platforms which only offer chapter downloads, whereby a user would have to perform multiple clicks if they required the whole book, generating multiple counts compared to the one count for a full book download.
The situation should be clearer in the COUNTER 5 data where the unique title request metric should be comparable across all publisher platforms, as it will count the number of unique titles viewed within a user session regardless of whether the full book was downloaded or multiple individual chapters.

I think our usage is more accurate with BR2. But I do check BR1 as well to share with staff -- some are interested in the titles and subject matter being downloaded. We will report it as necessary.
We have very few title downloads, but we also discourage it with students since downloading can be confusing, especially if you want to download it to a device. Also, few students really need to fully download a title -- our experience is they need a few pages from an ebook for an assignment.

I use BR2 (sections) to report on total use. I use BR1 (with a bit of clean up) to report on unique titles used.
