Perhaps the publishing future envisioned here is of interest in this
context

Wonder how these possible contractions in the big deal impact  ILL
operations. There's so much published anymore, however, that reduction in
subscriptions may still leave researchers with sufficient article
substitutes from the remaining content. Of course, they may still be
getting articles via SciHub (in my view a, dysfunctional response to a
publishing system in need of reform) and by asking colleagues at other
institutions for articles.

In all these initiatives to challenge the big deal model, I wonder if OA
concerns are getting mixed in with price concerns. These are analytically
distinct concerns. But that's a long story. See the paper above.
