[Eril-l] Access issue involving IEEE Xplore and IPv6

Hi,

Is anyone able to access IEEE Xplore when using IPv4, but not when using IPv6?

I am helping a library patron who cannot access Duke's subscribed articles from IEEE (his example was the article at https://ieeexplore.ieee.org/document/58691/ , but the same happens with other IEEE Xplore articles).  When he is disconnected from the on campus wireless network at Duke or using the library's proxy he can open the PDF file for the article.  However, when he connects to the campus wireless network he is asked to pay for the article.

According to the patron, this occurs because IEEE is not accepting Duke's IPv6 address.  When he is on the campus wireless, his IPv6 address is 2620:0:690:7822:d001:2cec:11a4:8833.  When he is outside of the wireless, he is within Duke's IPv4 range.  He says that a library representative would need to enter the IPv6 range into the form at https://ieeexplore.ieee.org/Xplorehelp/#/online-forms/ip-address-amendment-form .

However, Duke Libraries has never provided an IPv6 to any provider including IEEE.  Plus, the form at https://ieeexplore.ieee.org/Xplorehelp/#/online-forms/ip-address-amendment-form is from 2016.  But this is the first reported problem concerning IPv6 that Duke has faced (I have worked on ejournal troubleshooting at Duke for several years).

Has anyone encountered this problem?  If so, how did you resolve the issue?  I have contacted IEEE Support, but I just wanted to check if other libraries have seen this access issue.
