DOAJ has a lot of good stuff, but have you tried the EZB journal
collection? At their EZB (Elektronischen Zeitschriftenbibliothek) site,
the University of Regensburg Library aggregates online journals on their
site, and they link to over 58,000 journals "*which are accessible free of
charge to anyone*." By contrast, DOAJ has slightly less than 10,000
journals.
