The University of Maryland College Park has issued a Request For Proposals
(RFP) on behalf of the University System of Maryland & Affiliated
Institutions (USMAI) Library Consortium. The objective of this procurement
is to acquire an online, web-based Electronic Resource Management System
(ERMS) for facilitating and tracking electronic resources for USMAI.

USMAI intends to acquire and use an electronic resource management system
(ERMS) that is either hosted by the vendor or locally installed at the
University of Maryland Libraries. The purpose of the ERMS is to be a
central, shared repository for electronic resource data, a workflow
management and license-tracking tool for electronic resource activities, a
harvester and report generator for usage statistics, and other capabilities
associated with effective management of the USMAI consortium’s electronic
resources. Additional considerations for the proposed ERMS include
capabilities and functionality to support the local or member library level
as USMAI member libraries acquire electronic resources direct with vendors
and/or via another consortium. Having an ERMS that fulfills both the
consortial and local level of electronic resource management functions in
the same platform is highly preferred.
