**This posting is recruiting for a Full-time, Time-Limited position.**
The mission of the N.C. Department of Natural and Cultural Resources is to
improve the quality of life in our state by creating opportunities to
experience excellence in the arts, history, libraries and nature in North
Carolina. The State Library of North Carolina is the principal library of
state government, with a mission to build the capacity of all libraries in
North Carolina and to provide access to specialized collections for its
residents. The State Library is comprised of three major programs: the
Government and Heritage Library, the Library for the Blind and Physically
Handicapped, and Library Development. The Library Development section
delivers programs, services and resources to help libraries across the
state meet the needs of their communities.
The State Library seeks an innovative, energetic leader to serve as the
Program Manager for NC Cardinal, a Library Development project conducted in
partnership with North Carolina public libraries. It achieves operational
efficiencies and cost savings for public libraries through use of a common
integrated library system (ILS) and provides library patrons with improved
access to materials through resource sharing services. NC Cardinal
currently includes 27 library systems (138 branches), serving 35 counties.
Approximately 12-15 library migrations are anticipated over the next 3
years.
The NC Cardinal Program Manager provides strategic leadership and
management of the shared ILS and lending network for North Carolina's
public libraries. This position serves as the primary contact for the
program and works directly with public library directors, vendors and
library staff throughout the state to develop and oversee the daily
operations of NC Cardinal. The position conducts short- and long-term
planning; determines budget needs and assigns allocated federal funds;
supervises three program personnel; establishes project timelines and
assigns workloads; coordinates incoming library migrations; evaluates
library tools and systems, negotiates with vendors for contracted services,
and ensures compliance with contract requirements; oversees a help desk
customer support system; directs development and delivery of program
training; and provides guidance to participating libraries on the
establishment of library circulation, cataloging, governance and resource
sharing standards, policies, and procedures.
*Knowledge, Skills and Abilities / Competencies*

*Qualified candidates must possess:*
Thorough knowledge and understanding of issues, practices, policies,
standards, and trends related to library programs, services and resources.
Thorough knowledge and skills related to the use of current library
systems, technologies and tools used to organize, manage, and provide
access to print and digital information and other library collections.
Knowledge of evaluation tools for program assessment and quality control.
Knowledge of MARC formats for bibliographic data, the Dewey Decimal System,
and subject headings.
Knowledge of and experience with Evergreen or open source systems preferred.
Digital technology skills, including a working knowledge of HTML, CSS,
Javascript or other scripting languages.
Skills in program, project, and budget planning, management, and
evaluation; skills in grant writing and grant management; and ability to
manage multiple budgets.
Supervisory experience preferred, including recruiting, training,
supervising, mentoring, coaching, and evaluating staff performance.
Strong customer service, collaboration, and diplomacy skills.
Ability to assess and analyze trends in customers' needs and service
issues, then design and implement responsive service programs.
Ability to advise and negotiate with customers to address dynamic and
complex issues in sometimes difficult situations.
Excellent communication skills and the ability to work effectively with
cross-sectional teams and collaborative working groups.
Ability to evaluate library tools and systems and negotiate with vendors.
Ability to prepare and deliver reports and presentations illustrating
project status and impact.
*Minimum Education and Experience Requirements*
Master's degree in library and information science or a related discipline
and three years of professional librarian experience related to the area of
assignment. Degree must be received from appropriately accredited (ALA)
institutions or regionally accredited programs in North Carolina.
